Unicode support in main.cfg

Description

main.cfg does not currently allow to configure unicode strings

e.g. 

addressCity=Hønefoss

is rendered as 

<ows:City>H</ows:City>

despite the setting 

encoding = utf-8

Unicode strings are now supported in the main.cfg file (cf. ​here).
